Please Keep Ditches and Drains Clear

Reminder: Please DO NOT sweep leaves and yard material into ditches or catch basins. These will clog up the drains and cause flooding. Our crews have been dispatched several times lately to unclog drains and ditches that have been clogged by resident's own actions. The Central Fire Dept reminds everyone not to burn leaves either, especially on windy days. A small trash fire can easily spread into a large fire in a matter of minutes.

    My neighbor does this constantly with leaves falling from tree on our property line. Can anything be done about this?

    Mary:

    Please call the city’s Public Work’s Office and report the address. Our public works crew will provide the property owner with a notice asking him not to do this. Obstruction of drainage ditches is a violation of the law according to East Baton Rouge Parish Ordinance and City of Central Ordinance 2007-19 which reads:

    “No person shall impede or obstruct the passage flow of water of any gutter, ditch, or drain, or in any manner dam the same, including sweeping or placing leaves, branches or other debris in the gutter, ditch or drain within any servitude or right-or-way used for drainage purposes; nor shall a property owner or resident allow such material to remain in a gutter, ditch, drain, drainage servitude or right-of-way immediately adjacent to the property where they reside.

    Any persons violating this section shall be fined One Hundred ($100.00) Dollars for each occurrence. ”

    In fact, yesterday during the heavy rain, I noticed a property owner in my subdivision who had swept up an entire yard full of leaves and dumped them all in the drainage ditch in front of his home, filling the ditch with leaves. As a result, with the heavy rain yesterday, the ditch got clogged; water wouldn’t flow, and several other neighbors yards got flooded because the ditch was clogged with these leaves.

    David,

    Can anything be done about the drainage ditch in front of the house on Greenwell Springs Road just east of the shed business (across from the cleaners). I know it is a state route but calls to DOTD have not produced any results. Every time it rains the ditch fills up but takes weeks to drain. Just concerned that someone one day will run off into the ditch and not be able to get out of their car in time.

    I think I know the ditch you are talking about. I’ll get in touch with DOTD. They have been cleaning several ditches along Greenwell Springs Rd lately, and they are pretty responsive when I call. That culvert seems to be clogged with leaves and trash.
