The Central City Council will meet tomorrow (Tuesday, April 28) at 6 p.m. in the meeting room of the school board office at 10510 Joor Road.  The public is invited.  The agenda is below.

a) An ordinance to amend the 2014-2015 Fiscal Year Budget to appropriate funds for additional surveying work for the Beaver Bayou Floodplain Study. (By Council Member Ellis)

1) Introduction of the following item(s) (with public hearing to be held at the May 12, 2015 council meeting):

2) Discussion and action regarding the following case(s):
a) PUD-1-15 Neighborhood Walmart. An ordinance to grant a Conditional Use permit for the proposed Grocery Store with alcoholic sales and gas station located on the north side of Hooper Road near the northwest corner of the Hooper and Joor Road intersection in Section 6 and 70, T6S, R2E, GLD, EBR, LA and to provide for related matters. (By Council Member Messina) Commission Action (March 26, 2015): A substitute motion to approve PUD-1-15 was made by Mr. Paul Burns, seconded by Mr. Harry Rauls. Vote: 3 yeas (Messrs: Burns, Rauls, Walker), 4 nays (Messrs: Anderson, Johnson, Matlock, Sharafkhani), and the motion failed. A motion to deny PUD-1-15 was made by Mr. Bijan Sharafkhani, seconded by Mr. T.J. Johnson. Vote: 4 yeas (Messrs: Anderson, Johnson, Matlock, Sharafkhani), 3 nays (Messrs: Burns, Rrauls, Walker), and the motion carried.

V. Construction Board of Appeals Cases
1) Introduction of the following item(s) (with public hearing to be held at the May 12, 2015 council meeting):
a) CBOA-09-15 Waiver of design standards for nonresidential structures within the corridor overlay district for construction of a freestanding Fellowship Hall at Grace Church, 13845 Hooper Road, Central, LA. Applicant: Glenn Murphy Construction Board of Appeals Action (April 15, 2015): Buddy Ragland moved to make recommendation to the City Council to allow the deviation from the design guidelines such that the front of the building conforms to the design requirement guidelines and a variance for a chain wall, concrete block, and metal panel sides be allowed on the remaining three sides. This variance is based on the fact that it allows for campus continuity for a design of the building. If variance is approved by Council, owner must have a Hold Harmless and Indemnity Agreement signed by the owner and recorded with the East Baton Rouge Parish Clerk of Count before permit can be issued. The motion was seconded by Pete Firmin. Vote: 6 yeas (Eller, Firmin, Ragland, Simoneaux, Stevens, and Wroten), 0 nays, 1 absent (Stein). Motion passed.
